GUIDELINES ON THE RELEASE OF FUNDS - JANUARY 2010

Pending the approval of the FY 2010 General Appropriations Act, the DBM has issued Circular Letter No. 2010-1 , authorizing agencies to obligate the amount corresponding to their actual requirements for the month of January, 2010 but not to exceed the following:  Personal Services.  Equivalent to 1/12 based on actual requirement as of Dec. 31, 2009 but not to exceed the level in the FY2010 NEP exclusive of PIB, Clothing Allowance, YEB and lump sum for new positions. MOOE and CO. 1/12 of the 2009 Budget (RA 9524) or the FY2010 NEP whichever is lower.                                        1st Tranche Compensation Adjustment under EO 811 - chargeable to MPBF;                               RLIP. 12% of salaries                              LGUs IRA.  Based on FY 2010 NEP

PHILLBO 14th ANNUAL NATIONAL CONVENTION

The 14th National Convention of the Philippine League of Local Budget Officers (PHILLBO) is slated on March 10-12, 2010. Venue is the La Carmela de Boracay Resort-Hotel. Hosted by the Association of Local Budget Officers in Region VI (ALBO 6), this year's convention carries the theme: ''Local Budgeting for 2010 and Beyond''.   DBM Secretary Rolando G. Andaya, Jr. will deliver the keynote address. GUIDELINES ON THE FIRST TRANCHE OF SSL 3

The DBM has issued a series of issuances to implement the 1st tranche of the Modified Compensation authorized under Joint Resolution No. 4 and Executive Order No. 811. NBC 521 was issued to implement SSL 3, to civilian pesonnel of NGAs, GOCCs and GFIs as well as military and uniformed personnel.  BC 2009-3 was subsequently issued to combine the P1,500 Adcom and P500 PERA into one (1) account which is PERA. FY 2010 TENTATIVE INTERNAL REVENUE ALLOTMENT

The DBM has issued Local Budget Memorandum No. 62, informing LGUs that the release of the IRA share shall be based on the CY 2010 level of Php265.8-B. The computed share of each LGU is, however, tentative in view of two (2) unresolved intervening events: (a) finality of the Supreme Court decision in reversing its earlier decison on the constitutionality of the creation of 16 cities; and (b) DILG confirmation over supervison of autonomous regions, on the creation of two (2) municipalities in Maguindanao province.    Releases for January: 80% - January 15; 20% - January 25                                                 View/download: LBM 62 | IRA Distribution  | Related stories
