Section 93, General Provisions of the FY 2012 General Appropriations Act provides that to enhance transparency and enforce accountability, all national government agencies shall maintain a transparency seal on their official websites. To implement this provision, the DBM has issued National Budget Circular No. 542, prescribing the guidelines for agencies to be able to comply with the requirements.
